The English equivalent would have to be something like "watch business where for at least some of the watches the main design is done in-house, or by consultants specifically for the brand, or has been purchased so it is now proprietary, or is done by another company commonly owned with the watch business, and many of the main parts are made in-house." Even simplifying it to what the watch companies would like you to think, it would have to be "business where the watch is designed and built in-house."
It's easiest just to use the French word, which (a) is shorter and (b) allows for the loopholes set forth in the first quotation without an English-language misrepresentation.

Why do a lot of people (watch 'journalists', forum members, etc) keep using the word Manufacture in French while speaking/writing in English?

... watchmaking so we adopt some of the French watchmaking terms. Horlogerie instead of horology often creeps in as well. As long as people don't write "high horlogerie" instead of "haute horlogerie" because that doesn't feel quite right. :-) Andrew
