I believe in this case the declination displayed is the earth/sun declination which differs from 23+(north of equator) to 23-(south of equator) , if I'm not mistaken. I'm no expert in astronomical complications, but I believe it describes the angular position of a stellar body compared to the equator. I'm not sure it's the right terms in english, but the max at 23 degrees should be the tropcis?
I'm sure Marcus could elaborate much better on this.
Technically, I believe it sounds much more complicated than it is - it's an even up and down over a year and as such should be a rather simple cam.
