First of all, in order to make a conclusive argument on the topic of intrinsic values of rounded vs. flat-headed screws it would be useful to discuss the production implications vis-a-vis each other (you only focus on the flat-headed screws), and then the respective functional merits of each design.
Particularly in respect to the latter I suspect that watch companies place some emphasis here. A few examples:

For most of the watches above, the position of rounded screws are at similar positions. Also, there are very few such screws, so costs can barely be an issue here. Thus, I suspect the choice is based on technical merits. I might be wrong, though...
Further, I think the example of a (very) cheap Russian movement as an example for perseverance in adhering to certain standards... not very helpful (or correct), I guess!
